Rotary Wheel for April 15, 2008

RYLA.  The Rotary Youth Leadership Activity is upon us.  Meet at Camp Dodge at 11:30 for lunch.  Volunteers are needed for set up (around 7:30 AM , Registration, (around 8 to 8:30 AM); Take down (from approx. 1 to 2 PM ) and Clean up (around 3:30 PM ).

LAST WEEK :

 

Club members Dr. Tom Narak and Kurt Subra gave us a quick review of legislation passed by the Iowa Legislature and sent to the Governor concerning amendments to the Iowa Collective Bargaining Act.

 

This legislation was not presented to all the interested stakeholders for public review and discussion but rather was presented when a great number of potentially interested persons were on Spring Break.

 

It has been characterized by supporters as minor revisions to existing law.  Tom and Kurt suggest that the changes are more substantial.  Specifically, one change concerns termination of teachers.  Under current law, a hearing may be held before the school board.  Either party may appeal this decision to the District Court, and through the appeal process to the Iowa Supreme Court.  Under the amendment, an adjudicator is given authority to decide the outcome and the decision of the adjudicator is final. 

 

Tom and Kurt stated that this change alone could result in a school district being responsible for significant additional expense.  This is important because the school district has little control over the revenue side of its budget because revenue is almost entirely derived based upon a per pupil calculation established by the state.  As a result, an additional expense imposed by an adjudicator may result in a school district being forced to eliminate programming in order to balance its budget.

 

Kurt and Tom suggested that interested persons encourage the Governor to NOT sign this bill, but rather to return it to the legislature for a full and complete public discussion of the proposed changes and the existing law.

 

 

ANNOUNCEMENTS

 

District Conference

 

The District Conference is coming! the District Conference is coming!  Our club has been challenged by some other area clubs to an attendance race for the luncheon on Friday April 25th.  Our club will NOT be holding a regular meeting that week, so please make every effort to attend the conference.  There are activities of interest throughout the conference.  Check the district website for details.

 

Fun(d) Raising

 

Pancake breakfast on 5/3.  Tickets were handed out.  Sell the tickets! Come and flip the cakes!  Have fun, raise money!  Two shifts, no waiting.

 

Roadside pickup

 

Todd Sanftner got the call from the DOT.  Roadside pickup is ALSO scheduled for 5/3.  So here's the deal.  Go help Todd and the road crew from 8 to 9, then over to Valley Southwoods for the second shift of pancakes. 

 

This will be a great opportunity to practice the community service component of Rotary.  It is possible to do one, or two things, or for some, you can do both.  Sign up now!

 

Monthly Social Event :

 

The next social gathering will be May 1st.  Location has yet to be announced.

 

Golf Anyone!

 

The District is scheduling a 4 person scramble at TCI as part of the District Conference.  You can still sign up through the District website.

 

Also, it's not too early to begin planning for the Bunny Harper, the District 6000 annual golf tourney.  The event this year is at Lake Panorama National, hosted by the Jefferson Club, on June 9, 2008 .  Two formats available, a shambles (all players hit from the tee, select the best tee shot and each finishes the hole from there) and traditional medal play.  Our club is two time defending champions.  If questions, contact Greg Kenyon.
